RESUMEN:El propósito de este artículo es explicar el cambio de significado que lo civil sufre en el Código napoleónico. Me centro, a tal efecto, en el discurso preliminar pronunciado por Portalis en la presentación del proyecto de 1801, y comparo su concepción con la de Montesquieu. Para este último, las leyes civiles son aquellas que regulan las relaciones de los ciudadanos entre sí, a fin de garantizar el mantenimiento y la unidad de la comunidad política. By an order of 21 March 2013, the Court of Cassation referred to the Constitutional Court the question of constitutionality of the current Italian electoral law on the grounds that it runs counter to the constitutional principles of free and equal suffrage. Within the space of less than two years the European Court of Human Rights and the Italian Constitutional Court have returned almost opposing judgments on the question of the observance of political rights by Italy’s 2005 electoral law. The ECHR found the applications made to it by groups of electors inadmissible given the manifestly ill-founded character of the grievances they were based on. VOX Spain: The Organisational Challenges of a New Radical Right Party

This article examines the organisation of VOX, a new radical right party in Spain. It shows that the party has taken early and uneven steps to build a mass organisation and initially opted for open membership recruitment with participatory organisational elements. Also, the party’s rapid growth and quick entrance into political institutions at different state levels led the party leadership to establish more centralised control and limit members’ prerogatives, though recruitment continued.
